Has anyone received a discount via a general surgery clause?

I inquired with dr Clayton Frenzel. His office offers a cash pay price as low as $5000 if your insurance has a general surgery clause. Has anyone ever heard of this? How does it work?

    I don't understand why it would matter, if your insurance won't cover it, I don't know how they could try and get around that.
