State agency Assistance for surgery

I'm currently in the process of trying to get one of my state agency's to help with paying for my surgery as my insurance does not cover it. Has anyone been successful with getting a local agency such as a rehabilitation agency that specializes with working with individuals with disabilities in securing/maintaining their employment? If so, what was the process? Did you have a lot of "red tape" to go through, requirements?
