My heart function is around 35% and I have an ICD ( like a pacemaker) and I will be having gastric sleeve next month. I've had a c section and lapband removal with this low heart function and I did fine. I did have to have a special IV placed in my wrist (arterial line) just so they could monitor my BP very closely, but you may not need this. You should be just fine. Good luck!
