I was told not to be fully submerged for two weeks, largely because they don't want spa, pool, or bath Water getting into the incisions, more so than because the heat of the spa would be an issue. Even if your doctor is out of town, his office should still be able to get you an answer.

My doctor instructed me to wait until the incisions had scabbed completely. For me that was 3 weeks because the largest incision site took longer to scab.

I waited 4 weeks and then my dr cautioned me to be careful not to swallow an chlorine water. So I waited to do laps.

I was told about 10 days, but it depends on how you heal. Once they are sealed and are feeling OK, that's when my Dr. said I could gently walk in the pool or sit in the hot tub. But once I have surgery, then it could be totally different. ;)
