Fills only when not losing?

I've seen people post that even really early (first few months), their surgeon won't fill the band if the patient loss sufficient weight. That seems like punishment? Anyone else's doctor do this?
Anyone can follow a diet for a month or two but we got the surgery to use (though not abuse) the tool, right? I don't want to burn out on willpower before I'm ALLOWED to get a fill.
