  1. The only way to "get them back" is to replace the fat that was there with something. If it is going to be muscle, the only way to do that is to overload the muscles through work. So called "toning" won't do anything. Another very important thing to understand is that you can't just go out and start doing squats and lunges and build muscle without injuring yourself. You need to increase the bone density of your legs and hips to accommodate the weight necessary to overload the muscle.

    It will take time too, not just a few months. If you set a goal, set it for a year to be realistic.
