Needing a passport within 3 weeks?!

What do you think the best option would be to get a passport before three weeks, and honestly I would like to have it in about 2 weeks because I will be anxious if it gets into the third week and I haven't gotten it yet! I can either order my passport and expedite it. Or I can wait another week then set up an appointment in a passport office (an hour from my home) where they guarantee you can pick up (another 2 hours round trip +2 tanks of gas total) your passport within 5 business days. I believe both ways cost the same because the appointment is free and they still charge the expedited fee.
