"Any person who has a Body Mass Index greater than 40, or who has a Body Mass Index exceeding 35 and suffers from major illness caused by, or made significantly worse by their obesity, has the indications for undergoing surgery for their morbid obesity." Their health risk is so great that it outweighs the risk of surgery, even though the surgery is NOT 100% effective, and may carry with it a risk of significant, even life threatening complications.
