international insurance

I read about a few people getting international insurance before surgery in Mexico.

I don't know what it is and do all Drs in Mexico accept in. I am thinking it is to cover complications and not the actual surgery itself.

Any input would be greatly appreciated. And where or who do I contact about looking into it.
