Jacksonville - Administrative Fees Question

A couple of the doctors here in Jacksonville charge a $500 non-ref admin fee up front, not covered by insurance, to do paperwork and such. Can those who have had saurgery weigh in on whether their doc charged this? I'm doing some comparisons and this is one of the things I want to consider when choosing a doc! Thanks!

I'm being charged $1200 admin fees and I have medicare and supplemental insurance. I can't believe this! Why can't these offices roll this into the regular billing? Any thoughts? Perhaps I should be considering an alternative location also.
