When to drink after meals?

I've been told to not drink until 1 hour after my meals. So when does the timer start, when I take the first bite (like I do when I have to check my glucose) or after the last bite?

It didn't matter last night or after lunch today as I totally forgot what time it was, but this is just something that has me wondering.
