Can someone please help this computer-stupid person...lol

I have a pic I want to post. I have the file on my computer but when I upload it, it say it is 1.32 and too big. I need to make it smaller before I can upload it. Can someone tell me in human terms how to make a file smaller??? Thank-you:)

What kind of file is it? A photo or something else?

To resize the photo you will need to open it up in a program, do you have any editing programs?
