Someone is wrong but who

So I am in process waiting to return home in a few weeks. Our insurance changes on July 1. Previous years had a cap, one year was 7500$ max for surgery. the next year it was up to was 14,500 . This year the benefit said determined at place of service. Called and was told it meant, surgery was covered, I would have to pay copays. Today I am told, via email no that was wrong, that it was only 7500 lifetime max. So someone is wrong, but who. My husband who is reluctant at best for me to have the surgery, does not want me to go to Mx. I am fairly sure insurance would cover nothing of it done in MX. So now I have to wait and see what is told to my Dr. They will not even submit anything until July1 which I know isn't that far away. I just wanted to know now.
