Bluecross/anthem problem

My sister has been advised that she needs to have a weight loss surgery done, because the weight is adding to the liver shutdown.

But her insurance says there is an exclusion that they will not pay for the surgery. To me this does not seem right that they would pay for a liver transplant but not something that could prevent it. Can anyone give some advice here. Thank you.
